Some countries have specific requirements regarding the head height (measured from the bottom of the chin, to the top of the head which must be between a minimum and maximum value of the photo total height. In some countries, such as the United States, the eye height (measured from the bottom of the image to the level of the eyes) should be between a minimum and maximum value of the photo total height.
